How do I change the cursor from a dot to a line?

Where there usually is a blinking line indicating where a letter will go when
I press a key, there is a blinking period. I am on a shared computer, so I
am sure somone else changed this option. It is doing it only in Word, IM and
IE still have a line. Restarting would solve teh problem, but, I want to
know how that option is changed.
