How do I change default number settings?

My cells are defaulting to .001 on any number I use. I have tried to change
them in formatting and even though the formtting tool seems to change it, it
is still defaulting to the .001
 
Siberian, tools, options, edit, if fixed decimal places is checked uncheck
it
