How do I change default country setting for phone numbers in Outlo

My setting for phone numbers in Outlook is for France and I live in USA. I
don't know how it got set that way. I have to change every phone number I
input to show it as a US phone number. I want to change the default to be USA.
 
Control Panel->Regional and Language Settings->Change it to US.
