How do I block programs from sending e-mail automatically?

I seem to remember a feature of outlook express on an old computer that
blocked any e-mail automatically sent via outlook/express and popped up a
window displaying the message and requiring approval from the user....

Is there such a feature in Outlook 2002 or a way I can achieve the same
result?
 
It's built into Outlook 2002. You don't have to do anything.
