How do I block access to the Internet?

We have kids using our computers after school, and would like to block their
access to the Internet by user ID (their logon name). How do I do that?
 
How many kids and how many computers?? If it is just a few then maybe a
personal firewall like Portslock can be used which can have different
firewall rules based on logged on users. For a large amount of users
something like ISA Server, which will involve an investment in resources and
training, with the firewall client installed on all the computers would be
optimal. Another option may be to use a firewall or NAT router that can
control internet access based on time of day for all or select computers
based on their IP addresses. Even some inexpensive NAT routers can do
