How do I ban an IP address from accessing my website?

Contact your web host.

However do not block any AOL IP address as they are shared among all AOL users.

2 ways-
1- have your host block the IP
2- use a script to read the IP and redirect them to page of
your choice.

while you have received the information you requested, you should know that
IP addresses are for the most part assigned dynamically, leased for about 5
days, and you may not be able to stop this person from accessing your web
site. Their IP address will probably change.
