How do I always show expanded menus instead of short menu?

When I click on an item in the meun bar, I want to see the full menu, not the
short menu, by default instead of having to click to expand it each time.
 
On the Tools > Customize > Options tab, check "Always show full menus"

There is no Customize on the Tools in IE7, How do you get full menus all
the time in IE7?
