How do I adjust brightness of video?

I just burned my first DVD with Windows Movie Maker (hooooraaay!) and the
video on my DVD is much darker than the video on my PC. It is also much
darker than the video played back on the small screen of my digital
camcorder. Does anyone have any advice on how I can increase the brightness
so the video looks normal when I burn it to DVD and play it on my TV? And
since the brightness varies greatly between my PC and DVD player, how will I
know the appropriate amount of brightness that is required when I am making
the movie on my PC?

You guys have been very helpful in the past. Thank you for everything.

Google for words like "gamma profile" etc, and make sure the gamma on your
monitor is setup, and that you have done test cards like this:

Also, on your tv, find a DVD that has the Dolby Test Card feature (or
download it and burn onto DVD, but how you do that is up to you ;) and do
the same.

Finally, to answer the basic part of your question, I'd say that the
"increase brightness" filter in MM2 might be the way forward, but ONLY after
trying everything else, because you can get a washed out look on some
scenes.
