How do I add text over a moving video (WMV)?

I want to have a WMV run in the background of a PowerPoint slide with my text
in front. The problem I encounter is that when the slide runs the animated
WMV forces the text to behind the video. How can I keep the text in the
forefront of a video?

Video always plays in the top layer in PowerpOint. Unless you are prepared to
spend a fair amount on third party add ins there's no real way round this.

One option is to add the text to the video itself using either a commercial
video editor or the free windows movie maker (which you almost certainly
already have on your PC)
