How do I add Junk Email icon to Tools/Options/Preferences

I want to add some senders to my Junk email list - when I go to add them, a
popup tells me I have to activate my Junk email - but the Junk email icon
does not exist under Tools/Options/Preferences in the email section. How can
I add it?

Is there a Junk E-mail menu on the Actions menu?

Yes, there is, but when I go to use it, a popup appears that says "You must
first turn on the Junk E-mail feature. To set this option, click Organize in
Tools menu, and then click Junk E-mail."
It is there than the Junk E-mail icon does not appear...
