How do I add a startup program in XP Home Edition?

I have been unable to add a program to start with Windows
(I want to add Outlook). I've tried running "mmc" but
when it comes time to select Group Policies, that snap-in
option isn't there. It turns out that this method is not
available in the Home Edition. Can anyone tell me how I
can do this?
