How do I add a program to a user?

I recently added a new user to my HP Pavillion dv6000.
I would like to add Outlook Express, which I have, to their desktop.
How do I go about doing that>

The user opens the start menu, all programs/"Set Program Access and Defaults"
to choose OE as the default mail app.

Hi Bill,

Click Start > All Programs > Locate Outlook Express and right-click on
Outlook Express. > Click Send To > Click Desktop (create shortcut).

That simple.
