How do I add a graphic into a protected form?

Thanks in advance if anyone can help.

I need the entire form to be protected as a fillable form except for
the last box labeled "PICTURE" where the end user needs to be able
to insert a picture. I am running Microsoft 2003 Professional.

I can send you the form directly to view if you want - we want to
eliminate the form field (yellow box) and just have the user insert a
picture of any size.
