edit pictures in a protected form

I have created a form and at the end of it we need to be able to insert
pictures. I have inserted a continuous break and chose not to protect the
picture section, which allows users to insert and size the pictures. I also
want to allow them to open the picture toolbar and insert text boxes and
lines while in the form. If I protect the form, I am unable to do this. Any
ideas?

The users will need to edit the pictures in another, unprotected document. The
Drawing layer and all of the associated tools are not available in a document in
a protected state. Period.

If the forms protection is mainly there so that one can use form fields (not to
keep people from changing anything else), you could give them a button to
unprotect/reprotect so that they can use the Drawing tools in the document.
