How do I add a comment in a chart

I am trying to add comment boxs with arrows to certain places in my excel
chart. Is there a way to do this?

Use View|Toolbars and click Drawing
Open the Autoshape item and go to Callouts
Select one of these to annotate your chart.

All depends on the chart type and what you determine as a certain place.
