The documentation I can fuind regarding the Auto Archive feature in Outlook
2007 states that it will only run when the acount is logged in and running
Outlook. I want to autoarchive an account that is not normally one that
someone logs into. Is there a way to initiate the auto archive from the
command line?

Probably not since any actions in Outlook require that it be running. Are
you running an Exchange server with that mailbox?
