How do I access the folder assistant in Outlook?

In Outlook I want to either password protect a shared folder or time bar
access to the folder until a certain time on a certain date. I was hoping to
do this using the folder assistant on the admin tab of folder properties but
I cannot access this function. Does anyone know how to access the folder
assistant? Thanks.

You can time bar or password a folder. If you use Exchange server, you can
set permissions so no one can access it until you change the permissions.
You'd do this on the Permissions tab. You need to be the folder owner to
use the folder assistant.

That was supposed to be "you can't time bar or password protect" .
