How do I access specific email accounts in outlook 2003?

I previously ran Outlook 2004 and had multiple email accounts setup. When I
opened Outlook 2004 I was able to specify a specific email account to open.
I do not find that option in Outlook 2003. How do I do this?
 
Um, there is NO Outlook 2004.
