How do I access archived emails stored on a disc?

I have archived emails to my hard drive, and then burned a CDRW with them.
When I try to open them in Outlook I get this message: File access denied.
You do not have the permission required to access the file....

When I go into the properties on the email file (.pst) I see that it's read
only, which I assume is causing the problem. I try to change that and get
this message: An error occured applying attributes to the file <file path>.
Access is denied.

Am I doing this in the wrong way?

You need to copy the file to your hard drive then make it read-write. You
should then be able to open it

Wow. That's a lot of steps. Is there an easier way to archive emails on a
readable format? Our office is on a network, and all files are kept on the
server. Nothing is saved on our individual hard drives.

Use the PFBackup utility from Microsoft to make periodic copies of your PST
to some network drive where it will be backed up.
