How do COUNTIF from two different coloumns but not all rows?

I have a schedule for 35 workers who cover 3 shifts at 30 different locations
each employee must work at two locations each day (it's alot of numbers!!)

My excel sheet shows Mon to Sun across the rows with two columns for each
day, two shifts, in the rows are various data inc the employees name and job
location

I want to ensure I do not have 2 or 3 employees at the same location and am
trying to make a speadsheet so when I enter the location number it will show
(1) on the next page but can I have a formula so that.....

when colum c (Monday) on sheet 1 has 09:00 (time) anywhere in it and 700
(job site) it puts (1) in my new excel page under heading AM

Equally then colum c (Monday) on sheet 1 has 1400 (time) anywhere in it and
700 (job site) it puts (1) in my new excel page under heading PM

I know a little bit about this and have the basic pages set up but I don't
know the formula to hook together the two requirements to make a command.
