How do/can I open Archive and other .PST's with Windows Mail?

I have a number of existing Archive and other .PST's that I can open in
Outlook by using the File/Open/Outlook Data File option, but how would I do
this in Windows Mail?

Windows Mail can't import a PST file unless Outlook is installed on that
computer.
In Windows Mail: File, Import, Messages, Microsoft Outlook.
