How could i set up an auto response "thankyou" message?

Im looking to set up an autoresponse message that will be sent out each time
an email is recieved by a certain address.

im using outlook 2003 and exchange 2003.

The rules dont seem to run when the outlook client for the email address is
closed. as there any way around this?
