Auto Response to particular sender

I know you can set rules to have server reply using a specific message or
reply using a specific template. The hit here is that I want an autoresponse
sent to the sender if their message does not meet a certain format. The
rules all seem to want to send to a pre specified sender from the GAL or PAL.
Is there a way to set this so if the inbound message does not meet a certain
format that it will auto respond to the sender whether internal or internet
based no matter who they are? As always, thanks!!

Well this is basically for companies to send in bids. So our group would
like certain words such as Bid Quote 6100XXX to be in the subject line.
Essentially that is the only "Format" or guidline they want. But if the bid
sender does not put Bid Quote along with the Bid number in the subject they
want to auto respond letting the bidder know they need to change the format
of the inbound Bid email. Thanks!

Ah, then you can set an autoreply with;
-no conditions
-action to reply with a template
-exception with 'Bid' in the subject

Well I hate to say this did not work. As before it only will work with
addresses within the Exchange GAL but not from outside internet based
addresses. Any other things I can try? Thanks and sorry to bother again!

Well I hate to say this did not work. As before it only will work with
