How come sometimes the arrow keys do not work in a text box?

I have a Word document which consists of a bunch of text boxes with tables in
each one (the only way I know how to
put a bunch of tables on a page so I can move them as I see fit). Anyway,
in some text boxes, I can use the arrow keys to navigate text, but in others,
using the arrow keys takes me to another text box.
I have noticed that when one of the boxes that the arrow keys
does not work in is in focus, the margin toolbar is off--
that is, the box will be in the center of the page
horizontally, but the margins will be to the left of the
right of where the box actually is.

I don't know what may be causing the problem; and it's difficult to offer help
without knowing the version of Word, but

1. In most recent versions of Word you can move tables on the page, similar to
how you can place graphics. In these versions, a "Move" handle should appear at
the top-left corner of the table when the mouse is in it.

2. You could insert the tables into FRAMES (on the Forms toolbar; you can also
convert a text box to a frame via the Format [object] dialog box, Textbox tab).

My best guess about your problem is, that you may have anchored text boxes
within text boxes, so that the "tab order" is mixed up. Make sure the cursor is
blinking in the DOCUMENT, and not in a text box, when you insert each text box.
