How come my "enter network password" keeps popping up?

Whenever I try to send/receive the window "enter network password"
continually pops up. When I click to save password info and OK it just keeps
popping up. When I click cancel I get an error message.

According SBC at&t it is in the settings for the server -- Under Outgoing
Server check -longon using user Name: (e-mail address removed), check remember
password.
