how come i cant shut down or restart my pc.....help

i cant shut down or restart my computer, and im going on
three days without being able to shutdown or restart my
pc.....so i cant install updates or new drivers for
games, which really sucks cuz halos comming out in like
two days and i need to restart in order to complete the
intalltion....please help.....thanks

Several things to try...
CRTL/ALT/DEL shutdown tab
Control Panel, power settings
Right click desktop, select properties, screensaver, power
settings.

You may have a virus that has blocked your shutting down so
try a virus scan.
CRTL/ALT/DEL and look at the processes and service to see
what is running.
