how changing Eval to full release

I mean technically, is it possible to change an evaluation image to a
licensed one?

By replacing weruntime.ini and some other registry keys? I just wonder.

Technicaly it is possible, but we do not have required tool or algorithms to
do that. So MS could do it, we most likely can't and must not.

It is not simple as that.
IIRC weruntime.ini you can delete since it is not used.

You can do it in registry but it is not a simple value that you can change.
