In Windows, click on Start | Control Panel | Accessibility Options |
Keyboard tab | uncheck the "Use FilterKeys" box | OK.

Go to Start menu > Settings > Control Panel > Accessibility Options.
Uncheck any box that's checked. Also click each Settings button and
uncheck the box for "Use shortcut" so it won't happen again.
