How can Junk E-mail run before other rules?

Junk E-mail appears to run after after other rules. So a rule moving to a
subfolder cancels an Junk E-mail actions. This leads me to believe that Junk
E-mail acts on what is in the Inbox after other rules have run. Is there a
why to have Junk E-mail run first? I have had to disable all my rules for
moving mail to my orginazation folders to allow Junk E-mail to work. I do
see where I can run my rules afterwards, but the dialog allows only single
selections and that is way to time consuming for me.

Try using "SpamBeyes" - freeware - plug in to Outlook, it's filters are much
better than the Outlook "Junk Email filter" in my opinion.
