Since windows XP is not licensed for either, you can't.

You can't.

But you can use a third-party web server, like Apache
(httpd.apache.org), a free, open-source web server that's used by
zillions of web sites.

They are specifically not supported in Home. If you want a server you
can try Adobe from www.adobe.org - or get XP Pro or a proper server
system
