how can I turn on cap lock from a key in or command line

Hello
I want to be able to automatically have the cap lock turn on when I go to
place text in my cad files. In my cad program there is a command line and you
can shell out to run another windows exe file. Is there a command to turn on
the caps lock.
What would realy be great is if when load/focus certain programs the caps
lock would be on or off automatically. For example in my cad program all
notes are capitaliazed but then you change to outlook or a newsgroup and you
don't want the caps on. You don't want to shout. I'm alway typing onlt to
find I need the caps lock on or off. Any ideas

Not in windows but you can download a 3rd pary command line tool.
