How can I turn OFF screens tips or balloons?

I'm running XP Home. When my mouse pointer lands on an icon or a web-link, a
little message pops up next to the pointer to tell me the nature of the item
I'm pointing at. How can I turn these things OFF? They are highly annoying.

Do a search at the Microsoft article site... I think you would
enter tool tips (but I'm not 100% sure those are called tool
tips, so you many need to try some other search terms)
