How can I stop FrontPage from messing up my accented characters?

Greetings, I've used FrontPage ever since I started designing web sites. I'm
currently living in Mexico, and I've been designing a website for over three
years now.

I recently bought a computer, Sony Vaio to be specific, with the OS residing
in Spanish. Ever since, FrontPage keeps mangling my accented characters (like
á, é, í, ó, ú, and ñ), and won't let me display my site correctly.

I think the problem is FrontPage places the characters the way they are into
the HTML... instead of using ""&alt0101"" or whatever tags. I need to find a
way for FrontPage to stop grabbing what I type and place it like that in the
HTML, 'cause no other persons can see the website correctly (I even tried it
with a friend who has the exact same computer as me, and it didn't show the
way it's supposed to.)

If anyone has a way to correct this, please reply, or e-mail me, as I've
been trying to break my head for the past months trying to figure out how to
correct this problem.

There are no setting in FP to control this, accept to se the language setting for the specific web.
Also is the Spanish version of FP?
