How can I start over in Outlook with a completely blank file?

I'd like to start with a clean file. Nothing in it. Creating a new data file
doesn't work. Reinstalling doesn't work.

Yes , it does. After creating the new data file, change your account to use
that data file as the default delivery location. Tools>E-mail
Accounts>Next. Look at the lower left corner.

Odd request--Delete Outlook.pst. It's a hidden file, so make sure you can see
all files. Creating a new data file should work, too. Then right click on &
close the previous pst file.
