I am trying to re-package Outlook 2007 and include SP2. I am unable to find
only Outlook SP2, only Office SP2. is there someway I can just include the
necessary files to update Outlook 2007 to SP2 ?

is there a version that can be purchased from Microsoft? I was told that if
we bought the latest release it would contain the latest HF's and SP's.. when
we purchased the CD's it was from June/July 2007 :(

No, Office has always been shipped as the original. Only Windows (XP and
Vista) has gotten releases with Service Packs applied to them out of the
box.
Any particular reason why you want to "repackage" it?

to include the latest SP or hotfixes into your installation point, you do
the following...

1) Extract the contents of the hotfix/service pack. (I use WinRar, but you
can use the /extract:<drive>:\<path> at the end of an office 2007
hotfix/service pack to extract contents to a specific place)

2) If you take a peek at your Office 2007 CD, there is an Updates folder.
The .MSP file(s) from #1 go into the updates folder.
