I want to be able to connect to another desktop and start a new session
without disturbing the current user. I want to two users, current user and
remote user, to be able to use the same application. This application does
allow multiple independent sessions.

The short answer is you can't do that with Remote Desktop in a workgroup
environment. If your in a domain and your running W2K3/W2K Terminal Server
you may be able to access the application via Terminal Services.

Al, I am running Windows Server 2003 and XP Pro on the desktops. Will
terminal services allow me to start the application independently of the
current user?

Thank you

You'll be able to in Server 2008:

Terminal Services RemoteApp™: Terminal Services (TS) RemoteApp
programs are accessed through Terminal Services and behave as if they
were running on the end user's local computer. Users can run TS
RemoteApp programs side by side with their local programs. If a user
is running more than one RemoteApp on the same terminal server,
RemoteApp will share the same Terminal Services session. Users can
access TS RemoteApp in a number of ways:

Double-clicking a program icon on their desktop or Start menu that has
been created and distributed by their administrator

Double-clicking a file which has an extension associated with a TS
RemoteApp

Accessing a link to the TS RemoteApp on a website by using TS Web
Access

After opening the TS RemoteApp on a local computer, the user can
interact with the program that is running on the terminal server as if
it were running locally.
