I want to send office emails that go out to a large amount of people. However
sometimes people do not read the emails that go out to large groups. I have
some very important information i need everyone in my organization to read.

I want to know if there is any way that i can send a mass email but have
each person see it as only to them. I know you can use BCC to send it this
way but it leave out the To: line and looks very odd.

Using the mail merge in Word will work. You will send a separate message to
each addressee. The bandwidth use is increased by the number of users.

You will never solve the problem of folks not reading the messages. To them
"read" is a fout-letter word. It would be interesting to see the results of
a survey on both methods. I personally feel, that there would be no
difference.
