How can I run an exe from a hyperlink?

I am trying to run an exe by clicking an Outlook hyperlink. I am unsure how
to set the hyperlink up with regard to the path of the exe etc. Also can a
parameter be passed...i.e I am trying to open a VB app at a particular
screen

YOu can't pass a parameter, but you can use a file:// URL.
