How can I repair messaging interface unknown errors?

When I try to setup the junk mail wizard to move added names to the junk
email folder I get the following message: The messaging interface has
returned an unknown error. If the problem persists, restart outlook." The
problem is that restarting Outlook does not solve the issue. However, every
now and then it will actually allow me to add a sender to the list.
 
This error is found for different reasons in many versions of Outlook. What
version do you use?
You can try running detect and repair or try a new profile.
