HOW CAN I REMOVE THE "TEARING" EFFECT FOR WINDOWS XP DESKTOP ???

I'd like to know if it's possible to remove the "tearing" effect for Windows
XP desktop... (like most actual games).
For example I try to drag a window left to right, I can see some "little"
distortions on the borders.
How could I solve it?

This anomaly is probably related to the
graphics card driver.
See if there is an update.

Or replace older or onboard graphics with new, more powerful video card.
