How can I reduce the size of an e-mail picture?

I have received a picture in my e-mail that is w-a-a-a-y to big.
How can I reduce it to a smaller size?
 
As an attachment? Then you can resize or zoom it when you open it in a
picture editor application.
If it is an embedded picture, the quickest way to do it is to press Forward
and then resize the image within its new window.

There are other methods which might be more convenient but without knowing
where exactly you are looking or in which version of Outlook, it is hard to
offer any specific solution.
