How can I protect specific sections but not others?

I create forms at work that mostly need to be protected except to be filled
in. However, some I use the continuous section breaks in to be able to
password protect some sections but leave the others open for any changes the
user needs, mostly to be able to add graphics, pages, etc.
I do not get the option in Word 2003 to choose sections to protect.

Please help.

When you toggle your protection (Tools, Protect Document) The protect
document task pane opens.

In section 2, you will place a check mark in "Allow only this type of
editing in the document:" and you will need to click the down arrow on the
combo box and select Filling in forms.

If you have more than one section in your document, you will also see a line
that says "Select sections....", when you click it, the old dialog box will
open allowing you to clear the checkmark from the appropriate sections.
