How can I protect cell formatting but allow users to enter data?

I need to know how to protect my Conditional Formatting and still allow users
to enter data. Right now users tend to paste stuff into cells without doing
a special paste and it clears the Conditional Formatting.
 
how about letting them enter data somewhere else, and have your cel
refer to that cell? You can protect your cell, but leave input cel
unprotected
