How can I open a wdb in MS Office

You can't as far as I know. If you want to use the Tables / data in Access,
you need to use Works to export it to a format that Access can recognise
such as Excel or CSV.

Try opening it in Excel. Access can't but I believe that Excel can
(just as Immanuel Kant but Genghis Khan).
