how can i manage the active directory without being an administrator

This isn't something you can just decide to do. The administrator of your
domain is the manager. The administrator can provide reduced (Delegated
authority if he so chooses) permissions to allow individuals to do specific
tasks, but all power is provided by the administrator not someone who just
wants to.
