You can not "make a domain in WINDOWS XP" because Win XP is a Workstation
Operating System, not a Network Operating System (NOS).
To create a Domain, you need a NOS, such as Win NT Server, Win 2000 Server,
or Win 2003 Server.
Once you have created a Domain, Win XP (Pro, not Home) can JOIN the Domain.
Users and Groups:
Start | Help and Support
Type "Users and Groups" in the Search pane
Click the green arrow next to the Search pane
Read all about it.

Sure there is, why do you think there isn't?
What is your definition of "large-ish"?

To create a domain, you would need to start with a server operating
system, such as WinNT 4.0 Server (may it rest in peace), Win2K Server,
or Windows Server 2003.

WinXP Pro, as a workstation operating system, is an excellent
choice for a client OS to use on the domain's workstations. WinXP Home,
however, is not designed to, nor can it truly be made to, join a WinNT,
Win2K or Win2K3 domain.
