How can I lock my letterhead?

I would like to know how I can lock my letterhead up so people can not access
it to change the font or change any of the info in it.
We currently put the info into the header and the footer.
Header contains text and one picture in the center.
Footer contains text only.
Any help is greatly appreciated.
We would like to keep our letterhead a Word 2003 document, I know this can
be done in Adobe but we don't want to go that route right now.

However, keep in mind that anything people can see, they can copy. Anything
they can copy, they can edit.
