My Microsoft Outlook is offline unless I send/receive emails. My work
offline is not checked under the file tab. How can I keep outlook online?

Sounds like a dial-up issue. You never mentioned what type of network
or Internet connection that you have.

Version of Outlook?
Type of account?
What makes you think Outlook is offline? It uses your active Internet
connection.

I too would like to know how to keep outlook online all the time.

In my case we have a DSL connection and the version is Outlook 2003 running
on Windows XP Professional.

I know that Outlook is Offline because that status is displayed on the
status bar.

I am currently using Outlook 2003 and it is running under Windows XP
Professional and the network server is running Windows Server 2003 for Small
Business.

And clicking File and unchecking Work Offline doesn't change that?
