How can i have more privilege to run the program?

I have received an error message.

I am using the built-in account for Administrator. When i run the program
Spyware Doctor, i got the following error message.

"An error while loading application. User may not have enough enough
privileges to run the program"

When the check the privileges of this account,
the steps to check this is:
In computer management, right-click the account.

when i do so, i receive the second error message:
"Could not prepare property pages becaue : The RPC server is unavailable.

Hope you all could help

The RPC (remote procedure call) is a 'service' which may be disabled on your
PC. Go to Control Panel, Administrative Tools, Services, scroll down to
"Remote Procedure Call" (RPC), double click. In the middle of the display
dialog look for STARTUP TYPE. If the service is disabled set to 'manual', if
it is set to manual set to 'automatic', You MIGHT have to reboot ... not
sure.
