How can I get labels to print in order-down first, then across,?

I know there used to be a choice to have labels either print across and then
down - or, down and then across. Now, it seems to default to across then
down and I can't find how to change it -

I have searched in print set up, page set up, mail merge, options -
everywhere I can think of!
